Given all of the right set of circumstances, who else may be assaulted by Chief Patrick Keefe, or any number of Andover police officers, now that the leader of their department has defiled the official code of conduct for ethical law enforcement officers? This man is unfit to serve in this position, and must therefore resign!
The residents of the Town of Andover, Massachusetts have some critical choices to make: (1) Demand accountability of their police department and Town officials; (2) Defend the Town’s honor and integrity by taking a stand for basic standards of morals and decency; or (3) Accept police brutality against some people, which signals corruption at the highest lever of power in Their Town.
The Chief of Police for the Town of Andover violated his oath of office, the laws of the Commonwealth of Massachusetts, as well as the Constitution of the United States, when he physically assaulted me as a way to end my sit-in protest in the Andover public safety building, on October 5, 2017. By this act, he has forfeited any trust and respect he may have earned in his position as the top law enforcement officer for the Town, and as of now, his presence on the force represents a disgrace to good law enforcement officers everywhere, but first and foremost to the men and women who serve under him. By his behavior, this particular Chief of Police has proven himself to be dishonorable and unsuitable for duty.
I have always found something very disconcerting with creepy-crawling Pleasantville-like small towns, U.S.A, like Andover, where people live in McMansions, drive around in super-carbon-monoxide spit machines with their heads stuck in the sand, while they look down on inner-city residents, particularly in areas where the color of needed change is not the complete lack of skin color. I may have it all wrong. We’ll see!
When I entered the Andover public safety building on October 5, 2017, I requested to speak with someone regarding a matter, which I felt at the time fit squarely under the so-called “See Something – Say something” national security call by law enforcement for citizens to be alert and share NS concerns with authorities. That was my first, but only mistake. Now, I know better, because when I saw the report one of those so-called officers of the law wrote, the narrative was written solely for the purpose of making us lose our family home, in that it contained not a shred of the NS concerns I wanted to report. That is scary! What is even more concerning is that whatever information I had at the time had since become useless. And if I was right in my concerns, any number of awful things could have happened by now, and may still happen, since this Chief and one of his lieutenants elected to grab, push, and jerk me about 60 feet out of the building, after I
said I would not leave until I speak with someone. Of course, I was compelled to announce this impromptu sit-in protest, due to the fact that rather than taking a simple report from me, they decided to try to make a fool out of me, telling me they did not have time. “You only have 2 minutes to say what you want to talk about,” one of told me. From here on end, there will be no way for me or anyone else to know whether or not my concerns were founded. Even if the individual who caused me such grave concerns did go on to become a national security risk, I might not know about it, and would not have the information I had then, which could have been readily checked and investigated, if that was judged necessary at the time.
The bottom line is that once I triggered the First Amendment by announcing that I was staging a sit-in until someone takes the information from me, if I were to be removed by any means other than due process of law, any such action was going to necessarily collide with the First, Fourth, Fifth, and the Fourteenth Amendments of the United States Constitution. See U.S. Supreme Court Tennessee v. Garner (1985). Given the atrocious act by the head of the Andover Police Department, it is high time that the entire Andover police force and Andover Town employees be compelled to familiarize themselves with the content, as well as the letter and intent, of the United States Constitution, for their own protection . This is especially true, considering that in their official capacities, they are conducting their duties under the color of law, whether in uniform or not.
This all took place in the Andover (“public safety”) building where both the Andover police and the fire and rescue departments are located. As a result of this vicious assault, I spent an entire week in and out of hospitals where doctors have documented the cause of my injury and treated me. However, no treatment has been effective at relieving the excruciating pain. The men came close to breaking my back. Imaging from the Emergency Department shows discs damages, but no broken bone. Nonetheless, my back and hips certainly feel as if they are broken. The pain remains so severe that no position feels comfortable, whether sitting or laying down, and I am completely unable to walk.
We must hold our police officers and government officials accountable
Andover police’s repugnant behavior did not start with this craze criminal act. I have been challenging their corrupt and racist practices since I moved to Andover with my family in 2010. In retaliation, they have fabricated bogus charges to bring me into criminal court, plotted to declare me an “imminent threat,” effectuated two unconstitutional arrests of me, and engaged in constant harassment, and a widespread character assassination of me in the around town. They have failed miserably in their abhorrent and contemptible deeds.
In the midst of all of this, these morally and intellectually bankrupt individuals who do not deserve to wear a police uniform, have schemed with others to try to get me and my family thrown out of our house by using phony zoning laws. Twice, since August 2016, they have landed us in housing court. Most recently on October 19th, exactly 2 weeks after they nearly broke my back, leaving me unable to walk, or even sitting or laying down without excruciating pain. After a full hearing, the judge threw the book at them. Stupid and nefarious, both!
We are calling on the Andover Board of Selectmen and Chairman Paul J. Salafia, as well as Town Manager Andrew Flanagan, to do their job of enforcing the Commonwealth of Massachusetts Bill of Rights and the Constitution of the United States, and keep Andover Town residents safe.
